Man hurt in crash sues City of Colonial Heights for $1M

COLONIAL HEIGHTS — A Colonial Heights resident is suing the city following an accident in 2013 between him and a city employee.

Colonial Heights resident Jonathan Smith was a passenger in a vehicle traveling East on Temple Avenue on May 21, 2013, when another vehicle hit the passengers side of the car, causing Smith’s injury.

The vehicle that hit Smith was driven by John Radcliffe, a water utilities repair technician for the city, according to the lawsuit. Radcliffe was out inspecting manhole covers to remove debris following a heavy storm from the night before. According to court documents, Radcliffe ran a red stoplight and entered the intersection, striking the vehicle Smith was a passenger in.

Smith is suing both Radcliffe and Colonial Heights for a sum of $1 million to pay for damages brought from the accident.
