Colonial Heights City Council spells out 2016 goals

COLONIAL HEIGHTS — The Colonial Heights City Council expressed its goals for 2016 at the regular meeting on Feb. 9.

The resolution presented to the council went into detail on what the council plans to work on during the next year. The list of goals for city council comes following the annual city council retreat, which was held in January.

2016 goals for the City Council are as follows:

Public Safety:
– Complete plan for the Capital Region Radio Project, which will upgrade communication capabilities for Police, Fire/EMS, and other city operations.
– Review security measures at Southpark Mall, working with mall ownership and the Police Department to assess policies and procedures.
– Complete the Animal Shelter Improvement Project.

Finance:
– Approve a new Five-Year Capital Program-Capital Projects
– Work with the School Board to plan funding for projects in the school system
– Approve a funding plan for the Capital Region Radio Project

Personnel:
– Strive to continue efforts for market-competitive compensation for city employees.

Planning and Code Enforcement:
– Develop an effective land use planning strategy for neighborhoods adjacent to the Boulevard and Dupuy Avenue corridors in the area of the City Courthouse, due to impacts of future projects
– Finalize policy on regulation of commercial vehicles, trailers, and/or storage containers in residential areas
– Complete a review of fees for departmental services
– Continue to assure proper maintenance and appearance of properties throughout the city, focusing on grass & weeds problems and inoperable vehicles

Transportation/Mobility:
– Continue to support VDOT’s Temple Avenue Interstate Interchange Project and Hamilton Avenue road improvements
– Continue development of the Dupuy Avenue and Lakeview Avenue modernization projects, to begin in 2017
– Complete various road improvement projects.

Water, Wastewater, and Storm drainage:
– Complete construction Bruce Avenue Drainage Project

Parks and Recreation:
– Complete construction of Phase IV – Appomattox River Greenway Trail Project.
– Complete Phases 3 and 4 for Shepherd Stadium renovations

Services
– Strive for utilization of citizen volunteers wherever possible

Economic Development
– Complete and formally adopt the City’s first Economic Development Strategic Plan
– Continue efforts to support re-development and/or enhancement of the central business district

Kroger Project
– Continue support of the project moving forward

Communications:
– Continue to seek new ways of communicating city issues and projects with the public
